The tattooing program ensures minimum sanitary and safety standards related to the design and operation of temporary and permanent tattoo establishments by conducting routine inspections.
The Florida Department of Health in St. Johns County (DOH-St. Johns) investigates complaints concerning tattoo establishments and issues licenses to individual artists and establishments.
Rules and Permits
The rule and statute that provides the regulations for tattoo establishments and artists are Chapter 64E-28, Florida Administrative Code (F.A.C.) and sections 381.00771-381.00791, Florida Statutes.
All tattoo artists are required to complete and pass an initial bloodborne pathogen and communicable disease course approved by the Florida Department of Health.
All tattoo establishments must be licensed prior to opening. In addition, each tattoo artist must be permitted. An artist who has an active license, registration, or certification from a jurisdiction outside of Florida must apply as a guest tattoo artist to work in the state of Florida.
In order to tattoo anyone under the age of 18, the artist must be provided a notarized minor consent form before beginning any procedure. Artists may not tattoo anyone under the age of 16.
