As this was a newly formed Heath District, Shane was responsible for establishing all administrative, business, and operating policies, along with oversight of new program development. During this time, Shane was elected President of the Connecticut Directors of Health.

Shane previously served as Deputy Director of Health for the City of Waterbury, also in Connecticut, where he managed a departmental budget of close to $11 million and oversaw 160 employees. Shane served as a Sanitarian/Emergency Preparedness Coordinator for the Pomperaug District Department of Health, where, in 2001, he was part of the multi-agency anthrax investigation which claimed the life of a resident in his district.

Shane graduated from Southern Connecticut State University with a Bachelor of Science Degree in Public Health and the University of Connecticut School of Medicine with Master of Public Health degree.
